The Lake Beulah Management District Annual Budget Meeting was held on August 24, 2009 at the East Troy Town Hall. Key Agenda Items and decisions include:
1. 2010 Budget Approval
The budget proposed by the Board was amended by the District Electors to include a $2,500 donation to the Kettle Moraine Land Trust plus an equal donation in 2009. The Kettle Moraine Land Trust is raising money to fund conservancy easements and other protective measures to help prevent property annexation and development in the Lake Beulah area particularly within the extraterritorial boundary of the Village of East Troy. The LBMD Board urges all Lake Beulah residents to support this effort through private donations. See the KMLT web site www.kmlandtrust.org for more information and a contribution form.
The Final 2010 Budget approved by the Electors includes the proposed 8% increase in the LBMD tax levy vs. 2009, confirmation of the additional $150,000 ten-year Term Credit Agreement that was approved in 2009 for the defense of Lake Beulah against East Troy Village Well #7, and approval to apply for a DNR Grant in 2010 to help fund the purchase of a new Weed Harvester in 2011.

2. Water Monitoring Update
Paul Van Henkelum of RSV Engineering presented an update of the three LBMD water monitoring programs designed to provide an early warning that Well #7 may be adversely effecting groundwater flow into Lake Beulah and/or lake water quality. Thus far, the cooperative Deep Well Monitoring program with the Village of East Troy has shown that the impermeable layer (claimed by the Village hydrologist) between the shallow acquifer that feeds Lake Beulah and the deep acquifer that sources Well #7 does not exist. Also, the deep monitoring well closest to Well #7 indicates that groundwater has started to flow from the lake back into the acquifer when Well #7 is pumping. All water monitoring programs will continue.

3. Litigation Update
Dean Laing of O'Neil Cannon Holman DeJong S.C. presented an update of litigation concerning the legality and potential harm of Well #7 at the August 11, 2009 LBMD Regular meeting. Copies of that update were available at the Annual Meeting.

4. Board Member Elections
Board Members Dave Skotarzak and Dick Dow were re-elected for three year terms at the Annual Meeting. The following Board Officers were named at the following September 1, 2009 Regular Meeting:

- Approve Meeting Minutes from the August 11, 2009 Regular Meeting
- Approve payment of Commissioners' stipend for the past year: $3,000 to Chairperson, $2,500 each to Treasurer and Secretary, and $1,500 each for elected Commissioners and appointed Commissioners.
- Weed Harvesting/Equipment Status Report and possibly take action on the matter.

Pumping Season Concludes Successfully |

The pumping season for the Lake Beulah Management District just concluded very successfully. All but three properties in the first third of the district have been pumped. Those not pumped will be contacted and brought into compliance early next year. I would like to thank all who have cooperated in this procedure. We have been able to review the systems for everyone that was pumped and have brought the few exceptions to the attention of the property owners. In all cases they were dealt with and have been rectified.
Otto Jacobs has done a very professional job and will be continuing the program next spring with the second third of the district. I have received no complaints and I want to thank everyone at Otto Jacobs for a job well done.

Town of East Troy Prohibits Aeration in Lakes |

The Town Board of the Town of East Troy, Walworth County, Wisconsin approved ordinance No. 2008-05 prohibiting aeration to protect the public health, safety and welfare from the potential
adverse effects which may arise from the use of aerators on the lakes
in the Town of East Troy.

LBMD and LBPIA Water Quality Monitoring Program |

LBMD and LBP&IA work with the DNR on Water Quality Monitoring
The Lake Beulah Management District has been awarded a $10,000 Lake Planning Grant from the Wisconsin DNR to monitor water quality changes that could occur once Well #7 begins pumping water from the sand and gravel aquifer that feeds Lake Beulah.
The grant timetable covers costs for water sampling and analysis conducted by the US Dept. of Interior Geological Survey and the Wisconsin State Hygiene Laboratory from April 1, 2008 through December 31, 2009.
Thanks to generous member donations to the Lake Beulah Protective and Improvement Association, the Association agreed to contribute $5,434 to cover water sampling and analysis costs incurred prior to the start of the grant program.
Bob Nauta, Vice President and Principal Hydrogeologist of RSV Engineering Inc. says that "the water quality data that are being collected will be valuable. Based on the sampling events that have been conducted, we know that the lake is a healthy, hard-water lake. This means, among other things, that the lake water can defend itself from nutrients, such as phosphorus, which cause a loss in lake quality. It also means that groundwater is a very strong source of the lake's water, and that a reduction in this source could increase the lake's susceptibility to impact from nutrients. Therefore, as the East Troy municipal well 7 goes on line, it will be very important to continue to monitor the water quality, to identify potential adverse impacts caused by the well." |
